Can it actually cancel a service for me?
It makes the request and reports back exactly what happened, including any retention offer they pushed. Where the company requires the account holder's verified identity, the transcript shows exactly where it stopped, so the part you do yourself is two minutes rather than forty.
Will it accept a retention offer?
Only if you told it to consider one. By default it declines and proceeds with what you asked for, and brings any offer back to you as information rather than acting on it.
What if my English isn't good?

How do I know what was actually said?
